Seek nearest I-frame


Alter the chapter timestamp to match would be very useful to prevent the "tearing" artifacts associated with jumping right into a P or B-frame, similar to how this was done with ChapterXtractor and AVIs. Again, libmp4v2 probably isn't of much use here, and you'd have to minimally support both H.264 and MPEG-4/XviD encoding methods. A real PITA to be sure, but definitely the 'right' way to do it (and how it is handled in HandBrake, except HandBrake goes in reverse...it forces an I-frame at the chapter mark no matter what).
